The most pressing issue to restoring the harbor for vessel traffic is to remove the wreckage of the cargo ship that struck the bridge and the superstructure of the bridge. The structure of the bridge is so heavy that pieces will need to be cut so that they can be handled by cranes. In early 2020, Carnival Cruise Line signed a deal with the City of Norfolk to commit to five years of sailings. That deal was agreed upon before the industry-wide pandemic shutdown, but the cruise line remains committed to Norfolk with this new deployment of Carnival Sunshine. Carnival Sunshine, however, is a somewhat smaller Sunshine-class vessel with a gross tonnage of 102,850 and a guest capacity of 3,002 at double occupancy.

In July 2018, a heavy-load vessel delivered at Norfolk Terminals the first 6 rail-mounted gantry cranes - part of the USD 375 million port expansion project. Construction works for expanding the NIT (Norfolk International Terminals) started in 2019 and were completed in 2020. By this 3-phases project, the Port's south stack container yard was completely redesigned and fitted with 60 new RMGs (rail-mounted gantry cranes), 10 new shuttle trucks, a total of 30 new RMG TEU stacks.

At this time, however, there is no indication that such a dramatic change may be necessary. Norfolk, Virginia, welcomes the first cruise ship in over two years this weekend. Carnival Magic has the honor to kick off the cruise season from the city, the first since the global pause in operations in March 2020. The main tourist areas are easy to explore on foot, but Norfolk also has a great light rail system. The parking is located a few blocks away, but there is a complimentary shuttle. It is suggested to drop luggage off at the terminal prior to parking.
